schools, and community to improve life outcomes for young children.

School-Based Child Care

Since 1997, the State’s welfare reform plan and the changing composition of families have been major factors affecting childcare needs in Norwich. As more single parents return to work, childcare needs increase and often must be met outside the family. Through the Children First Initiative, Norwich has focused on increasing childcare programs to meet the needs of the community.

To increase affordable school-based childcare, the Children First Initiative invited the University of Connecticut Cooperative Extension System to develop a childcare program located in a new modular building at Stanton Elementary School. In addition, two other Norwich elementary schools had childcare programs established under the UCONN Extension System’s community-based, parent-involved childcare model.
